The Council's Dilemma

The Council's Dilemna enters the battlefield with
three debate counters on it.
At the beginning of each player's upkeep, that
player may choose prolong or debate. If they
chose prolong, that player loses 3 life. If that
player chose debate, they gain 3 life and you may
remove a debate counter from The Council's
Dilemna.
When the last debate counter is removed from
The Council's Dilemna, you may scry 4 and draw
four cards.
