The Dee

The Dee enters the battlefield under target
player's control.
While The Dee is under an opponent's control,
it's owner may tap a permanent. The Dee deals
1 damage to it's controller when a permanent is
tapped this way. That permanent doesn't untap
at the beginning of your next upkeep.
