When Donjon enters, exile all creatures, with seal counter on them. Then put a number of seal counters on Donjon.

Whenever a creature dies remove a counter form Donjon, then if there are no counters on Donjon, sacrifice it and return all creatures with seal counters on them form exile to the battlefield under their owners control.
