The Echoing Hallways

At the beginning of your upkeep, choose a
card in exile without a counter on it at
random. Put an echo counter on that card
then copy it. You may play the copy without paying its mana cost. (Copies of permanent spells become tokens).

It echoes the sounds of what has never been as
much as it echoes what once was.
