+1: Put a wish counter on to a target creature. That creature may spend a wish counter to gain flying, first strike or +1/+1 until end of turn.
0: Add one mana of any color to your mana pool.
-3: Remove all wish counters from all creatures. Deal 2 damage to target player for each wish counter removed.
