The Fate of Two

Will of the Council - As The Fate of Two enters the battlefield, each player votes for either khans or dragons. If khans gets more votes, exile all dragon creatures. Each player's life total becomes the number of nondragons he or she controls. If dragons gets more votes or the vote is tied, exile all nondragon creatures. Each player's life total becomes the number of dragons he or she controls.
