The Galactic Senate enters the battlefield tapped.

At the beginning of each player's end step, the player that controls the highest total number of Jedi creatures or Sith creatures, whichever is higher, gains control of The Galactic Senate.
Then if Darth Sidious, Sith Lord is in play, the controlling player of that card gains control of The Galactic Senate.
