A household registration system was created to ensure uniformity. Later this caused extreme distrust in society, citizens were encouraged to "inform" authorities about any suspicious behavior leading to citizens denouncing friends and children turning on parents. The Great Terror also included sending people into labor camps, committing mass killings, party purges, and land reforms.
