The Horde of War

Whenever a creature dies, goad a creature
each opponent controls.
At the beginning of your upkeep, goad a creature
each opponent controls.
All goaded creatures have Haste and Menace.
When The Horde of War dies or is put
into exile from anywhere, you may put it into
its owner's library third from the top.
