battlefield with 2 charge counters ({e}{e}) on it.
Each upkeep, put a charge counter on The Indefinite Waterfall.
{e}: All blue creatures on the battlefield gain
+1/+1 until end of turn.
{e}: all opponents creatures gain a -1/-1 counter permanently.
If The Indefinite Waterfall has no charge
counters on it, destroy it.
