The Information War

Whenever an opponent draws a card, they
may pay {1}. If they don't, they create a bug
token. (It's an artifact with "this artifact
can't be sacrificed")
At the beggining of each opponent's
upkeep, if they control 5 or more Bugs,
draw a card.
