The King's Levy

The King's Levy enters the battlefield with twice {x} tax counters on it.
Whenever an opponent casts a spell, you may
remove a tax counter from The King's Levy. If
you do, create two 1/1 white soldier creature
tokens if that spell was white, scry 2 if that spell
was blue, put two -1/-1 counters on target
creature if that spell was black, deal 2 damage to
any target if that spell was red, and create two
treasure tokens if that spell was green.
