The Leader of War

At the beginning of each upkeep the player
who's turn it is assigns each opponent as friend
or foe.
One opponent at least must be chosen as foe.
If an opponent is chosen as foe all creatures of the assigning player must attack at least one foe if able.
If an opponent is chosen as friend they
can play a land this turn.
