Will of the Council — Starting with you, each
player votes for city or country. If city gets more
votes, create four 1/1 green and white Citizen
tokens. If country gets more votes or the vote is
tied, search your library for three basic land
cards and put them on to the battlefield tapped
and then shuffle your library.
