The Ninth Circle

When The Ninth Circle enters the battlefield,
put a treachery counter on three target
creatures. If you cannot, sacrifice The Ninth
Circle. During each upkeep, exile target creature
with a treachery counter on it. Then, if
there are no creatures with treachery counters
on the battlefield, exile The Ninth Circle and put
a 10/10 legendary devil creature token with flying
and trample named Satan onto the battlefield
