The Rat Monarch

When The Rat Monarch enters the battlefield, you become the monarch.
At the beginning of your upkeep, if you are the monarch, create two 1/1 black rat creature tokens with "This creature cant block".
Otherwise rats you control have power and toughness 4/4 and gain menace until the end of turn. They can only attack the monarch this turn.
