The Reserved List

The Reserved List enters the battlefield with
X rudy counters on it. when the reserved list
enters the battlefield name x cards, then
each of your opponent's names half x cards
rounded-down. players cannot cast cards
named with The Reserved List.
remove a rudy counter: exile a
card named with the reserved list from target
player's library then add {c}{c}
