The Ruby Throne

When The Ruby Throne enters the battlefield,
you become the monarch.
Non-land permanents do not untap during their
untap step.
Each player may pay {3} or 3 life to untap
permanents they control.
As long as you are the monarch, whenever a permanent becomes untapped, that permanent's controller mills a card.
