The sanctuary

When The Sanctuary enters the battlefield it is destroyed unless you pay {3}.
Nothing can cause you to sacrifice permanants or discard cards.
At the beginning of your upkeep pay {1} or The Sanctuary deals 3 damage to you..
Once you are allowed in you can't get out unless you
pass its trial, or pay your taxes that is.
