The Senate

The Senate gets +1/+1 for each creature you control but don't own.
At the beginning of your upkeep, for each creature you control but don't own, put a redemption counter on it.
At the beginning of your end step, if a creature has three or more redemption counters, it deals damage to The Senate equal to its power and returns to its owner's hand.
