Whenever a player draws a card, you may draw a card if it's their first card drawn this turn, create a treasure token for their second card drawn this turn, that player discards a card if it's their 3rd card drawn this turn, put a +1/+1 counter on The Tax Collector if its their 4th and beyond card drawn this turn unless that player pays {x}, Where X is Tax Collector's power.
