The ten percent plan

Can only be cast when Lincoln is on the battlefield
the ten percent plan specified that a southern state(you) could be readmitted into the Union once 10 percent of its voters(creature) (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union.(sworn creatures cannot attack)
