I: Until your next turn, each blue card you own
has cycling {u}.
II: Return up to two target instant and/or sorcery
cards from your graveyard to your hand.
III: Exile an instant or sorcery card from your
hand with X time counters on it, where X is half
its converted mana cost, rounded up. If it doesn't
have suspend, it gains suspend. You may repeat
this process as many times as you choose.
