The Tyrant's Pretext

Targeted creature cannot already have the highest power or toughness of all the creatures on the battlefield. Target creature's base power becomes one higher than the creature with the highest power and it's base toughness becomes one higher than the creature with the highest toughness.
When bestowed upon the unworthy head of a common male peasant, commoners who art within viewing distance shalt see the unworthy wearer as the highest authority that they hath ever met.
