The Wind Waker

When you play the Wind Waker,
choose a player, they have to mill
the top 7 cards of their library,
if any of these cards were non-legendary
creatures, they may play them for {1} mana each.
If they do not, they take 1 damage towards
their life for each non-legendary creature
that was milled.
