The Witch King can't be blocked by creatures
with power 1 or less.
Creatures you control with -1/-1 counters on
them have +2/+2.
{u}{b}, {t}: Put a -1/-1 counter on target creature.
Whenever another creature with a -1/-1 counter
on it dies, return it into the battlefield under
your control. It becomes a wraith in addition to
it's other types.
