Thomasina, the Moonstruck

At the beginning of your upkeep each player exiles all cat cards from their graveyard, then sacrifices all cats they control, then puts all cards they exiled this way onto the battlefield under your control.
At the beginning of the end step, if you control 20 or more cats, you win the game.
