Thoughtbind Totem

At the beginning of each player's upkeep, that
player reveals the top 8 cards of their library
then chooses an opponent. That opponent
chooses 1 of the revealed cards. The player who revealed the cards then puts the chosen card in
their graveyard, and the rest on the bottom of
their library in any order.
