+1: All Dragons you control gain +3,+3 until end of turn. Or all creatures opponents have get -1,-1 till end of turn.
-8: All Dragons you control get a +5,+5 counter permanently. Each creature that isn't a Dragon that you opponents control get -1, -1 forever.
