Tidal Ambush

Tap up to two non-blue permanents. For every blue creature you control, Tidal Ambush deals 1 damage to a target tapped creature your opponent controls. If you do not control any creature, you may pay an extra {u} to deal 1 damage to target tapped creature your opponent controls.
