Tidal Command

Choose two -
o Look at target player's hand.
o Return target permanent with converted mana cost X or less to its owner's hand, where X is the amount of life you've lost this turn.
o Draw a number of cards equal to the amount
of mana spent to cast Tidal Command.
o Return target instant or sorcery from your graveyard to your hand.
The water, it's receding.
