Tides of Time

{u}{u}: Put a wave counter on target permanent.
During your upkeep, put a tide counter on Tides of Time. Then if it has three tide counters on it, remove them and phase out all cards with wave counters. They do not phase in normally. If other cards have already been phased out by Tides of Time in this way, they phase in.
If Tides of Time leaves play, phase in all permanents that were phased out by it.
