Time Run

Whenever your opponent would draw a card or
untap a permanent, they do not unless they
sacrifice a nonland permanent. Whenever an
opponent does draw a card, Rotting Clock deals 1 damage to that opponent and you may create a
1/1 green Saproling creature token.
Whenever an opponent's turn passes without
casting any spells or activating any card abilities,
you must pay 1 life and sacrifice a nonland
permanent.
