As long as Time to muck about is on the battlefield, your opponent must play Simon says, and you are Simon. Whenever they fail to do what Simon says or you trick them into doing something that Simon did not say, they take 1 damage. Doing what Simon says can not result in damaging the opponent other than through the Time to muck about card itself
