Time Witch's Plot

Whenever you successfully cast a suspended card,
place a T counter on target opponent.
Each turn, when you draw your first card, instead
exile the top card of your library and it has 3 time counters on it and is suspended.
During your upkeep if your opponents have
a combined total of 25 T counters you win the
game.
