Timewaster Ascension

Whenever a player shuffles their library, you may
put a quest counter on Timewaster Ascension.
As long as Timewaster Ascension has five or more
quest counters on it, whenever a player casts a
spell, target opponent looks at the top three cards
of your library and may put one of them on the
bottom of your library. Then you may remove
the top two cards of your library and put them
back on top of your library in any order. You may shuffle your library.
