Council's dilemma - When Tinesh the Soulshifter
enters the battlefield, starting with you, each
player votes for cure or mutilation. For each cure
vote, you gain 2 life. For each multilation vote,
each opponent loses 1 life.
Council's punishment - Whenever players finish
voting, for each player who voted for a choice
you didn't vote, create a 0/1 white Spirit token.
