For each tapped artifact an opponent controls,
create a tapped 1/1 red Goblin creature token.
For each untapped artifact an opponent
controls, put a +1/+1 counter on target goblin.

One of the goblins' defining traits is its desire
for shiny things it has not comprehension of.
