To Live Among Dragons

At the beginning of each other upkeep, each
player that controls a Non-Dragon creature has to sacrifice a non-land permanent. If they do, they
gain protection from all abilities of Dragons any
player controls.
Humans you control get +1/+3 and Vigilance.
Dragons you control get +3/+5 and Menace.
The people of Egregoria have to comply and live among
their rulers: The Regents.
