Tome of Arcane Enlightenment

The wielder gains proficiency in one additional
spell of each spell level they can cast. Additionally,
this tome grants advantage on Intelligence
(Arcana) checks and allows the wearer to reroll
any {1}s when rolling dice to determine the
amount of damage dealt by spells. While this
item is wielded, the wielder experiences sudden,
irresistible urges to scratch various parts of their
body.
