Tome of the Sea Witch

Once per day, any spellcaster possessing
this book can spend a spell slot and 15 minutes of preparation to transfer that spell
to a small flask (~8 oz) of sea water.
This flask can then be thrown or consumed. The results of the spell may vary depending
on the spell and method of use.
