Tomigon's Rule

(When this rule enters the battlefield, exile all other rules.)
At the beginning of your upkeep, flip a coin. If you win the flip target opponent returns a permanent they control to its owner's hand.
Whenever a player draws, you may choose to have them draw from the bottom of their library instead of the top.
