Tommy the Trash Man

When Tommy Enters the battlefield,
put x garbage counters on him. At the
beginning of each opponents upkeep,
they put the top x cards of their library
into their graveyard.
If Tommy dies, each opponent may return
{x} cards from their graveyard from to
their hand where x is the number of garbage
counters on Tommy.
