Total Equality

All creatures have base power and toughness equal to the weakest creature on the battlefield. All players can have up to 5 creatures, one enchantment, and 4 lands. If a player controls more than 5 creatures, 1 enchantment, and 4 lands, they must sacrifice all permanents over the limit.
