Total Whiteout

All non-snow permanents on the battlefield, in graveyards and in hands are exiled.
Cards exiled by Total Whiteout are set
aside into piles for each player.
Piles exiled this way have 3 whiteout counters.
During a players upkeep, remove a
whiteout counter from their pile.
When all counters are removed from
a pile, place all cards from that pile into play.
