Tour de France

When Tour de France enters the battlefield, you
may have each opponent create two 1/1 Cyclist
creature tokens under their control. Basic lands
have cycling {2} ({2}, Discard this card: Draw a card)
for as long as there is at least one Cyclist creature
token on the battlefield.
Whenever a player cycles a card, you may put a
cycling counter on Tour de France and scry 1.
At the beginning of your upkeep, if there are ten
or more cycling counters on Tour de France, you
win the game.
