Transcendant Portal

If all players agree, Transcendant Portal may be
played and activated from outside the game at
no cost. Otherwise, it comes into play tapped
{7}{t}: Anew player with full library and hand
may joins the game. If there are teams they are
on yours. their turn pace is next if individual
turns are used. They have normal starting life,
or your team gains half its staring life. They
may become Monarch or team Emperor.
