Transform

Target creature with mana value 4 or less. Its
controller sacrifices it, then reveals cards from
the top of their library until they reveal a
nonland card with mana value X+1 or less,
where X is the sacrificed creature's mana
value. That player casts that card without
paying its mana cost.
