Trial by Jury

Will of the council - When Trial by Jury enters
the battlefield, starting with you, each player votes for guilty or innocent. If innocent gets
more votes, gain control of each detained permanent for as long as you control Trial by Jury. If guilty gets more votes or the vote is tied, exile each detained permanent.
