Truce of Riches

At the beginning of each opponent's end step,
if that player didn't attack you this turn, both you
and they create a treasure token.
When an opponent attacks you, if they control one
or more treasure tokens created by Truce of Riches,
they take X damage where X is the number of
treasure tokens they control that were created this
way.
